Dear Mr. Yox:

On July 1, 2020, Southern Nuclear Corporation requested that the NRC issue 48 Senior Reactor Operator (SRO) and 14 Reactor Operator (RO) licenses for operators that had successfully completed an NRC examination to operate the Vogtle Electric Generating Plant Unit 3 and received Pass Letters. During the period April 17 through July 28, 2020, the Nuclear Regulatory Commission (NRC) reviewed documentation associated with the completion of deferred license requirements for these individuals.

The NRC has issued all 62 licenses for your facility.

In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter and its enclosures will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of the NRCs document system (ADAMS). SUMMARY

ER 05200025/2020302; operating license deferred item inspection April 17 - July 28, 2020; Vogtle Unit 3; Operator License Issuance.

A Nuclear Regulatory Commission (NRC) examiner conducted a review of documentation associated with completion of deferred requirements to obtain operator licenses for Vogtle Unit

3. The examiner also reviewed the licensees requalification training program. This review ensured that all operator licensing requirements identified in 10 CFR §55.41, §55.43, and

§55.45, as applicable, were satisfactorily completed.

No findings were identified. Forty-eight Senior Reactor licenses and fourteen Reactor Operator licenses were issued.

4 REPORT DETAILS

4. OTHER ACTIVITIES 4OA5 Operator Licensing Examinations
a. Inspection Scope The region previously evaluated each of the applicants preliminary applications using the guidance in 10 CFR 55.31(a)(4), NUREG-1021, and NEI 06-13A, Template for an Industry Training Program Description.

NEI 06-13A, Appendix A, Cold License Training Plan, identifies the following requirement for cold license applicants:

Six months of practical and meaningful work assignments that includes preoperational testing, and one or more of the following: Procedure development and validation, human factors engineering activities, task analysis verification, and licensed operator classroom presentations or simulator training implementation.

NUREG-1021, ES-202, Section D.4 (page 13 of 16) states that the cold licensing process is described in Nuclear Energy Institute (NEI)06-13A, Template for an Industry Training Program Description, Revision 1, issued March, 2008. The NRC accepted the guidance of NEI 06-13A on December 5, 2008, for use in the combined operating license applications for new plants. Cold licensed operator candidates did not need to satisfy RG1.8 or NANT-2010 experience requirements before entering a licensed operator training program. The experience requirements that had not been met at the time the licensed operator examination was administered would be certified by the licensee as being complete prior to the individuals NRC operator license being issued.

The license applications were approved to allow the applicants to sit for NRC exams with the requirement that the practical and meaningful work assignments would be deferred until after the exam. Additionally, the licensee committed to create and maintain a requalification program based upon the Systematic Approach to Training (SAT) process and that each applicant would routinely attend this requalification training after successfully completing an NRC exam.

On July 1, 2020, Southern Nuclear Corporation requested the issuance of 14 Reactor Operator (RO) and 48 Senior Reactor Operator (SRO) licenses.

During the time frame of April 17, 2020 through June 30, 2020, the licensee submitted to the NRC documentation certifying that 62 individuals had completed the experience requirements and provided documentation associated with their SAT based requalification program.

The NRC evaluated the deferences and records associated with completing the deferred experience requirements for these 62 licenses. This evaluation consisted of reviewing operating logs, testing records, and individual operator eligibility and training records to verify each had completed the experience requirements required by NEI 06-13A, Appendix A.

4 Additionally, the NRC reviewed the records associated with the SAT based continuing operator requalification training program to ensure that it was being conducted in accordance with applicable licensee procedures and that those procedures met the requirements of NEI 06-13A. The examiner also verified that the annual and biannual testing performed met the requirements of 10 CFR 55.59.

b. Findings No findings were identified.

Sixty licenses were issued the week of July 28, 2020. One SRO and 1 RO license were issued the week of August 10, 2020 after completion of review by the NRCs Medical Review Officer.

Copies of all individual licenses were sent to the facility Training Manager.
