Dear Mr. Patrick:
On behalf of your friends and colleagues at the U.S. Nuclear Regulatory Commission (NRC),
and, in particular, the Office of Nuclear Material Safety and Safeguards and Region IV, we wish you the very best in your retirement. I want to personally recognize you for your over 50 years of public and private service in the areas of chemistry, physics, and management. This includes your work in law enforcement, your work in the pharmaceutical industry, your faithful and exceptional public service provided to the State of North Dakota, your work as the Safety Director and Radiation Safety Office for the University of North Dakota, your participation in the Conference of Radiation Control Program Directors (CRCPD), your participation in the Organization of Agreement States (OAS), your recent appointment by the North Dakota Governor as a Commissioner on the Southwest Low Level Radioactive Waste Compact and as an adjunct faculty member at the University of North Dakota in Grand Forks, North Dakota. You also worked on two CRCPD committees: The Environmental Nuclear Council E-45 Committee on Technologically Enhanced Naturally Occurring Radioactive Material (TENORM) and the E-42 Task Force Report Review of TENORM in the Oil & Gas Industry. Your tireless efforts and technical expertise have significantly enhanced Federal and State relations. The nation has benefited from your continued excellence in fostering a positive working relationship among the NRC, CRCPD, OAS, and related organizations.
As the Manager of the Radiation Control Program in the State of North Dakota, you have significantly strengthened the States relationship with the NRC. We understand that you may return to the North Dakota Program to assist in special projects on a part-time basis.
We are truly grateful for your many contributions and your efforts to help ensure consistent high standards of quality in radiation protection programs across the nation. Our best wishes and thoughts are with you and your family for happiness and good fortune throughout your retirement.
Sincerely,
/RA/
John W. Lubinski, Director Office of Nuclear Material Safety and Safeguards
