Draft Safety Evaluation for WCAP-18461 Date: Friday, September 4, 2020 8:30:44 AM Good morning Matt, By letter dated March 9, 2020 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML20070R087), Westinghouse Electric Company (Westinghouse) submitted for the U.S. Nuclear Regulatory Commission (NRC) staff review WCAP-18461-P and WCAP-18461-NP, "Common Q Platform and Component Interface Module System Elimination of Technical Specification Surveillance Requirements." Based on its review of the information submitted in WCAP-18461, Revision 5, the Nuclear Regulatory Commission (NRC) staff finds WCAP-18461 acceptable for referencing subject to the limitations specified in the topical report, and in the NRC staff safety evaluation (SE).

A copy of the draft SE for the WCAP-18461 has been placed in the box.com folder. You have been given access to the folder. The draft SE is being provided for a proprietary information review. If Westinghouse provides comments on other areas, the NRC staff will exercise its discretion on whether to address those comments.

Pursuant to Section 2.390 of Title 10 of the Code of Federal Regulations (10 CFR), we have determined that the draft SE may contain proprietary information. If you believe that any information in the draft SE is proprietary, please identify such information line-by-line and define the basis pursuant to the criteria of 10 CFR 2.390. Use brackets and yellow highlight to identify any [proprietary information]. After 10 working days, the draft SE will be made publicly available, if appropriate, and an additional 10 working days are provided for you to comment on any factual errors or clarity concerns contained in the draft SE.

When you respond, it must be via a letter from an authorized individual. Also, please provide an electronic Word version of the SE either via email or the box.com folder. It helps expedite the NRC staff response to comments if Westinghouse provides in the formal transmittal and in a separate Word file, a table with the following columns; Comment No.,

Page and Line No., Comment type if comments other than proprietary information are provided (clarity, accuracy, proprietary), Suggested Revision, and a blank column NRC Disposition. However, Westinghouse may provide its comments in any format it chooses.

The final SE will be issued after making any necessary changes.

Note that at this stage of the process the NRC staff has completed its review of the submitted information and will not entertain technical arguments. The staff conclusions and conditions will not change unless new information is provided that was not available during our review. If Westinghouse would like to discuss the draft SE in detail, we can do that in a noticed meeting that can be closed if proprietary information will be discussed.

Both this email and the draft SE have been placed in ADAMS and made Official Agency Records. The draft SE is declared as nonpublic because it may contain proprietary information. This email is declared public.
