Dear Ms. Gayheart:

By letter dated April 17, 2020, as supplemented by letter dated July 17, 2020, Southern Nuclear Operating Company (the licensee), submitted information summarizing the results of the 2019 steam generator (SG) inspections at Joseph M. Farley Nuclear Plant (Farley), Unit 1. These inspections were performed during the twenty-ninth refueling outage on Unit 1 (1R29).

The NRC staff has completed its review of the report and concludes that the licensee provided the information required by their technical specifications and that no additional follow-up is required at this time. The NRC staffs review is enclosed.

submitted information summarizing the results of the 2019 steam generator (SG) inspections at Joseph M. Farley Nuclear Plant (Farley), Unit 1. These inspections were performed during the twenty-ninth refueling outage of Unit 1(1R29).

Farley, Unit 1, has three Westinghouse Model 54F replacement SGs (SGA, SGB, SGC), which were installed in 2000. Each SG contains 3,592 thermally treated Alloy 690 tubes. The tubes have a nominal outside diameter of 0.875 inch and nominal wall thickness of 0.050 inch. The tubes are supported by a flow distribution baffle, tube support plates (TSPs), and antivibration bars (AVBs), all made from Type 405 stainless steel.

The licensee provided the scope, extent, methods, and results of their SG tube inspections in the document referenced above. No tubes have been plugged in the Farley, Unit 1, SGs. AVB wear has been detected at several locations on one tube in SGC, with a maximum indicated through-wall depth of 20 percent. TSP wear has been detected in multiple tubes in each SG with a maximum indicated through-wall depth of 14 percent.

In the July 17, 2020, supplement, the licensee clarified why the TSP wear indication in SGC, Row 1 Column 45, 14 percent through-wall, was not identified in the inspection report as a new indication even though it did not appear in previous inspection reports. The licensee explained that a review of the most recent previous inspection results, for that tube in 2010, concluded a signal had been present but not identified as wear and was probably due to a small through-wall percentage. Since the indication was determined to exist previously, the licensee did not list it as a new indication in 2019.

Based on a review of the information provided, the NRC staff concludes that the licensee provided the information required by their technical specifications. In addition, the staff concludes there are no technical issues that warrant follow-up action at this time, since the inspections appear to be consistent with the objective of detecting potential tube degradation and the inspection results appear to be consistent with industry operating experience at similarly designed and operated units.
