SUBJECT: MEETING REPORT NOS 50 317 AND 50 318/97 61 (PREDECISIONAL

ENFORCEMENT CONFERENCE)

Dear Mr. Cruse:

This letter refers to the inspections conducted at the Calvert Cliffs Nuclear Power Plant,

Units 1 and 2, between March 2,1997 and April 24,1997 and to our letter to you dated

May 29,1997, requesting a predecisional enforcement conference. The inspections

identified apparent violations regarding a series of problems occurring during fuel handling

operations and the control of high radiation area accecs including the failure to effectively

control diving activities in the Unit 2 spent fuel storage pool.

The predecisional enforcement conference was held with you and other members of your

staff at the NRC Region I office, King of Prussia, Pennsylvania, on Jum. 12,1997.The

matters discussed involved your assessment of the nature and cause of the findings and

your corrective actions taken or planned to prevent recurrence. The conference was open

to members of the public.

No response to this letter is required, in accordance with 10 CFR 2.790 of the NRC's

" Rules of Practice," a copy of this letter and its enclosure will be placed in the NRC Public

Document Room.
