NRC ROUTINE RADIATION PROTECTION INSPECTION REPORT

50-295/97020(DRS); 50-304/97020(DRS) AND NOTICE OF VIOLATION

Dear Mr. Mueller:

On August 1,1997, the NRC completed an inspection at your Zion Generating Station,

Units 1 and 2. The purpnse of this inspection was to review your radiation protection

program. Specifically, we focussed on your progress in improving the material condition of

the radiation monitoring system, recent high radiation area control issues, and your

evaluations concerning the use of respiratory protection. The enclosed report presents the

results of that inspection.

Progress was noted in your staff's implementation of the radiation monitoring system

improvement program. We recognized that your staff fulfilled commitments made in

response to NRC findings contained in NRC Inspection Report No. 50-295/96016(DRS);

50-304/96016(DRS). However, your March 1997 self-assessment indicated that

continued support for and improvements of this system are warranted. Evaluations

concerning the use of respiratory protection in radiological work planning were based on

sound radiation protection principles.

We are concerned, however, about four violations of NRC requirements identified during

this inspection. The first violation concerned the inadequate control of access to high

radiation areas. The second and third violations were examples of the failure to implement

procedures: failure to label a contaminated area and improper manipulation of plant

equipment without a procedure, resulting in an unexpected containment ventilation

isolation signalin the Unit 2 control room, respectively. The final violation concerned the

failure to provide compensatory surveys for an inoperable radiation monitor. In three of

the cases, the violations were similar to a previous event or NRC violation, indicating that

earlier corrective actions were not completely effective, in addition, we observed that

plant personnel associated with the violations were not familiar with the previous events.

While we acknowledge your staff's identification of problems, we are concerned that your

corrective actions for previous violatione did not resolve these issues.

These violations are cited in the enclosed Notice of Violation, and the circumstances

surrounding the violations are described in detailin the enclosed report. Please note that

you are required to respond to this letter and should follow the instructions specified in the

enclosed Notice when preparing your response. In addition, please address why previous

corrective actions were not effective in preventing the enclosed violations and include any

-actions that you plan to implement to ensure that future corrective actions are effective.

The NRC will use your response, in part, to determine whether further NRC enforcement

action is necessary to ensure compliance with NRC regulatory requirements.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter,

the enclosures, and your response to this letter will be placed in the NRC Public Document

Room.
