SUBJECT: NRC REGION 1 INTEGRATED INSPECTION REPORT NOS. 50-317/97 04

AND 50 318/97 04

Dear Mr. Cruse:

This report transmits the finding of the safety inspection conducted by the NRC inspectors

at the Calvert Cliffs Nuclear Power Plant from June 1,1997 to July 26,1997. The

enclosed report presents the results of that inspection. At the conclusion of the

inspection, these findings were discussed lwith Mr, Katz and others of your staff.

Overall, the NRC concluded that your facility was operated in a safe manner.- We

a

. determined that your actions to improve the quality of control room shift turnovers should

improve the effectiveness of control board verifications and assure that safety related  ;

controls are maintained in the proper position. '

You have taken a number of actions to improve the reliability of the service water system.

These actions, which included cleaning the saltwater piping to the service water heat

exchangers, demonstrate your commitment towards maintaining and improving availability

of this system. Although we are currently assessing your plans to remove a containment-

air cooler from service in response to some conditions, we believe continued management-

attention is needed to ensure the' availability of this safety significant system.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter

and its enclosures will be placed in the NRC Public Document Room (PDR).
