MINUTES OF APRIL 16,1998 TELECONFERENCE WITH DOE /RU The following members of the TWRS Section, FCSP, were in attendance for the April 16, 1998, teleconference with DOE /RU:  ;

o Status nf Commission Paner nn Cn 1 ncnted Workers I The Commission Paper on co-located workers was forwarded to the Commission on March 3, )

1998. So far, we understand that one Commissioner out of four, has voted favorably towards the staff's position on this issue. We are still awaiting the 3 other votes and/or comments which should eventually be forwarded to the staff.

o ~ Comm'.scinn Pngr.Dn the 41cmic Issue This paper has been drafted and at present is undergoing the Office of General Counsel's (OGC's) review and comment. We expect to receive OGC's comments by April 20th. After their incorporation the paper should be reade by Division concurrence.

o Revised Pnrt 70

  • The staff has received no feedback from the Commission on the proposed revision to Part 70.
  • The Regulatory Development Section, Regulatory and International Safeguards Branch, is \t planning a public meeting for this summer (July) to discuss the proposed rule. DOE /RU 9805130187 990420 PDR C

  • NRC expects to have a draft SRP for TWRS facilities by the June-July 1998 time frame.

  • DOE advised that it would be very helpful to have the final . version 9 months before construction is scheduled to begin, which would be April 1999. NRC indicated that it is doubtful that a final version would be available by April 1999.

DOE provided information on the following topics:

o ' InSpectinn Prncedures Rob Barr advised that DOE has used NRC's Inspection Manual Procedures as an outline for DOE's " Inspection Program Description for the Regulatory Oversight of TWRS Privatization Contracters," and modified them as necessary. At present, administrative procedures are being incorporated into the draft for various topics, such as for pre-construction procedures, design inspections, etc. DOE will provide an electronic version of this document to NRC for comment in the near future.

o BNFI 'e Quality Accurance Plan  !

DOE advised they found Jack Spraul's approximately 40 comments on the BNFL's QA Plan j extremely helpful. They were incorporated with DOE's and discussed at an RU meeting with BNFL. In response to the NRC/ DOE comments, RU expects a revised plan to be resubmitted by j BNFL on Tuesday, April 21,1998. RU plans to provide a copy to NRC.  ;

o Miccellanenus

  • DOE /RU is reviewing Revision 1 of the draft DOE Oversight Report of the RU. A copy will be provided to NRC for comment.
  • DOE /RU representatives will be at NRC Headquarters for a meeting with Elizabeth Ten Eyck on April 21st.
  • DOF'RU noted that contract evaluations and discussions are continuing within DOE for the Part B program. DOE has to make a contractor selection by July 1,1998, as part of the consent de.ree. Key decisions include the size and number of vitrification facilities, and the potential of a Phase I facility to be upmaded to handle greater capacities for Phase II.
