Unit Number 1 (TAC Number h195579) l Ladies and Gentlemen:
On February 10,1997, Toledo Edison (TE) provided a preliminary response (TE Serial Number 2443), for the Davis Ilesse Nuclear Power Station (DIlNPS), to the Nuclear Regulatory Commission (NRC) Request for Additional Information (RAl) related to llulletin 96-02, "hiovement oflicavy Loads Over Spent Fuel, Over Fuel in the Reactor Core, or Over Safety-Related Equipment"(TE Log Number 1-3768). The scenario described in the RAI involves the potential for dropping the dry spent fuel storage cask during movement from the Spent Fuel Pool (SFP) to the area within the plaat building where activities such as drying, inerting, and final securing of the cask lid are completed, in a letter to the NRC dated hiay 23,1997 (TE Serial Number 2465), TE stated that a complete response to the RAI is scheduled for August 22,1997.
The DIlNPS has used the dry spent fuel storage system provided by VECTRA Technologies, Inc. (VECTRA)in accordance with NRC Certificate of Compliance Number 1004. The DIlNPS is not currently performing any dry spent fuel storage casking activities. Casking activities remain suspended and are dependent on the resolution to the Demand For Information (DFI) issued to VECTRA on January 13,1997.
Resolution of the DFl issues by VECTRA is o and has taken priority over infomation required by TE from VECTRA to complete the TE response to the subject RAl. Until the issues of the DFl are resolved ta the satisfaction of TE, the scliedule for future casking campaigns is indeterminate. When a senedule for future casking /
is available, TE will infonn the NRC.
