Dear Mr. Curry:
The staff of the Special Projects Office (SPO) of the Office of Nuclear Reactor Regulation has reviewed your submittals dated July 22, July 29, and July 31,1997, regarding the addition of personnel to the Millstone Unit 2 Independent Corrective Action Verification Program (ICAVP),
Revision 3 of Project Procedure PP-07," Discrepancy Reports," and Revision 3 of the Communications Plan PLN-02, respectively.
The SPO staff determined that based on the review of the resumes, completed conflict-of-interest forms, and interviews with each individual to be added to the Millstone t' nit 2 ICAVP as referenced in your July 22,1997, submittal, the addition of these individuals is acceptable.
The SPO staffs review of Revision 3 to PP-07, determined that the revision appropriately incorporated the staffs comments and the recommendations for assigning significance level to discrepancy reports issued by Parsons Power Group inc. during the Millstone Unit 2 ICAVP.
Revision 3 to PP-07 is approved for use.
Revision 3 to PLN-02 contained an update to the list of contacts contained in Exhibit 2-2. The SPO staff determined that the revisions to the Communication Plan that only affect the list of contacts do not require NRC approval. Since Revision 3 only affected the list of contacts, NRC approvalis not required to implement the revision. It should be noted that the staff determined that the telephone numbers for the backup contact for the Connecticut Nuclear Energy Advisory Council, Mr. John C. Markowicz, has the incorrect telephone numbers. The correct numbers are (860) 442 9355 (Home) and (860) 437-4659 (Work).
