Dear Mr. Holderness:
This is in response to your request for the RELAP5 and NPA codes. We will arrange to transmit to Sigma Science, Inc. (Sigma) magnetic tapes containing the above mentioned codes and copies of the user instructions provided that a Sigma designated official agrees to the following conditions:
1.
Sigma understands that the above stated codes are the result of work sponsored by an agency of the United States Government and recognizes that neither the United States Government nor any agency thereof, nor any of their employees makes any warranty, expressed or implied, or assumes any legal liability or responsibility for any third party's use, or the results of such use, or of any information, product, or process included in or l
calculated by these codes, or represents that the use by such third party would not infringe privately-owned rights.
2.
Sigma will not release these codes to any third party without obtaining prior written permission from the NRC, and the third party must also obtain in advance written permission from the NRC.
3.
Sigma should notify the NRC of any reactor safety problem which may be uncovered through the use of these codes.
4.
If Sigma discovers code errors, Signia should communicate these errors to the code developers contracted by NRC.
5.
If Sigma makes any nonproprietary improvements or modifications to these codes, these ir,iprovements or modifbations should be made available to the NRC.

Sigma should provide NRC with a nonproprietary summary of any proprietary modificatior s lo these codes developed by Sigma, including a summary of the impact on y) n representatis 9 predictions.
