Dear Mr. Curry:

The staff of the Special Projects Office (SPO)' of the Office of Nuclear Reactor Regulation has reviewed the corrective action screening criteria you provided in your April 6,1998, submittal that will be used during the Millstone Unit 2 Independent Corrective Action Verification Program (ICAVP). In this submittal you provided selection methods to identify the corrective action documents you plari to include within the scope of your detailed reviews for (1) Condition Reports (CRs) or Adverse Condition Reports (ACRs) directly associated with the ICAVP Tier 1 systems; (2) Unresolved item Reports (UIRs) directly associated with the ICAVP Tier 1 systems that did not result in the issuance of CRs or ACRs; (3) common or programmatic CRs or ACRs, and associated UIRs! and (4) discrepancy reports (DRs).

You stated that CRs, ACRs, and UIRs on the Tier 1 systems would be selected for detailed review based on the selection criteria provided in Appendix 1 to your submittal. For common or programmatic CRs, ACRs, and UIRs, you indicated that you had reviewed the database of corrective actions and selected the actions having possible direct interactions on the Tier 1 -

systems' functionality. For DRs, you stated that they would be reviewed in accordance with your NRC-approved implementing procedure for review and closure of DRs. You indicated that your reviewers would use the form provided in Appendix 2 of your submittal to evaluate the corrective action documents selected for your detailed review. Further, you indicated that corrective actions that Northeast Nuclear Energy Company (the licensee) has deferred till after restart will be reviewed to validate the acceptability of the proposed corrective action and whether deferral of the corrective action is appropriate.

- Based on its review of your submittal, the SPO staff finds your proposed corrective action screening criteria acceptable and approved for use, with one miraor comment. You should include within the scope of your review those corrective actions, inssociated with the ICAVP Tier 1 systems or resulting from your ICAVP reviews, that the licensee has determined are

. required to be completed before restart of Millstone Unit 2.

To be consistent with the scope of the ICAVP review of corrective actions conducted at Millstone Unit 3, a sample of corrective actions will be identified by the SPO staff to include within the scope of your review.. This sample will be taken from corrective actions identified during the licensee's implementation of its Configuration Management Plan that are not associated with the ICAVP Tier 1 systems or that resulted from your ICAVP reviews; You wi,il be informed of the specific corrective action documents that the SPO staff has selected in future correspondence.
