FIRE PUMP INSTALLATION WITHIN THE TUR3lNE BUILDING

Dear Mr. Liparulo:

After further management review of the AP600 fire protection design, it has been determined that certain aspects of the design may not meet the intent of Commission policy identified in SECY-93-087, " Policy, Technical, and Licensing issues Pertaining to Evolutionary and Advanced

{

Light-Water Reactor (ALWR) Designs." SECY-93-087 states that passive piant designs be 4

reviewed using the newest industry standards endorsed by the Nuclear Regulatory Commission (NRC). Concems regarding this issue center on the location of the fire pumps in the turbine 1

building. Specifically, the fire pumps should be protected against possible interruption of service through damage caused by explosion and fire as specified by NFPA 20. Therefore, you are requested to reassess the fire pump location and layout to demonstrate how they provide an -

' lent level of facility fire safety comparable to that of pumps at operating plants and in the er-reantly certified evolutionary plant designs. In addition, you should address how the AP600 fire protection design addresses the latest fire protection standards endorsed by the NRC.

In performing your reassessment of the fire pumps, you should consider improving the overall AP600 fire protection design by adopting one of the following enhancements:

1. Meet the intent of past industry practice approved by the staff by moving at least one, and I

preferably both, of the fire pumps to a diverse location outside the turbine building.

2. Provide sprinkler protection in the turbine building in accordance with the recommended actions of NFPA 804 and modify the fire pump room fire wall barriers that interface with the l

turbine building and the boiler room by making them blank walls with no through-penetrations or door openings. In addition, confirm that the fire area established by the fire pump rooms is of 3-hour fire resistive construction as defined in BTP CMEB 9.5.1. Specifically, the BTP defines a fire barrier as those components of construction (walls, floors, and ceilings, and their supports) including beams, joists, columns, penetration seats or closures, fire doors, l

and fire dampers that are rated by approving laboratories in hours of resistance to fire and are used to prevent the spread of fire.

3; in addition to the current design, provide a third 100-percent fire pump in a location other than in the turbine building. The sources of water for this pump should be either the l

proposed fire water tanks, the CSW intake canal, or a separate 100-percent capacity storage tank.
