INFORMATION ON DAMS AT NUCLEAR POWER PLANTS h

Under the National Dam Safety Program Act, passed as Section 215 of the W wr Resources l

Development Act, the U.S. Nuclear Regulatory Commission (NRC) must implement a Dam

)

Safety Program (DSP). In the past, the NRC undertook its DSP consistent with the October 4, l

1979, memorandum from President Carter which asked all Federal agencies involved with dams to adopt and implement the " Federal Guidelines on Dam Safety" (FGDS), as applicable.

Those dams covered by the NRC DSP are limited to those that are: 1) integral to the operation of the facility and radiologically safety related; or 2) associated with mill tailings impoundments.

The nuclear power plants where NRC has responsibility for dams include North Anna, Summer, l

Catawba, Comanche Peak, Farley, Shearon Harris, and McGuire. Based on the analysis of downstream hazards for these dams, staff from the Office of Nuclear Material Safety and l

Safeguards has determined that none of these riams are considered high hazard. High-hazard dams are those dams that, if breached, could result in substantial property damage or loss of life. For low-hazard dams, the FGDS requires only that the dam be inspected at least every three years.

I In SECY-97-100, " Status Report on implementation of Dam Safety Program," the staff provided the Commission with inforrration on the status of the DSP. The staff discussed NRC actions required by law and discussed the general scope of the NRC DSP. By Staff Requirements Memorandum dated July 11,1997, the Commission asked the staff to look at ways to reduce the amount of resources budgeted to support the DSP.

In a memorandum dated August 6,1997, the Executive Director for Operations (EDO) informed.

the Commission of the initial staff efforts to reduce resources devoted to the DSP. Essentially, the staff looked at relying on licensee-conducted inspections of dams as the primsry method of confirming acceptable dam performance. In addition, the EDO informed the Commission that the staff, through its contract with the U.S. Federal Energy Regulatory Commission (FERC),

would review these reports to determine if the dem met the applicable FGDS and if an NRC ig/

2 informed the Commission that the proposal to rely on licensee inspections had been discussed with FERC and the Federal Emergency Management Agency, and that the staff would begin implementation of this approach.' Both memoranda and the Commission paper were coordinated with the Office of Nuclear Reactor Regulation representative to the NRC Dam l

Safety Advisory Group, Goutam Bagchi. Copies of the two memoranda are provided as Attachments 1 and 2.-

To evaluate inspection efforts that have taken place at various sites, additional data and information are needed, Some, but not all, of this information was provided by several project j

managers in response to Dan Rom's request of December 12,1997. We appreciate your cooperation in making this information available. The purpose of this memorandum is to formally request the following specific information on those sites that are in your Project Directorate, if this information was not previously provided:

The most recent design information on the dams, as contained in the Final Safety walysis Report (FSAR);

2.

Technical specifications and inspection requirements for each dam; and 3.

The latest dam inspection report filed by the licensee.

In order to support the staff effort in implementing the revised DSP, it is requested that this information be provided by April 17,1998. In addition, we request that J. Holonich and T. L. Johnson be placed on a distribution list for all dam safety information received from your licensees and/or for any changes made to the FSAR that affect the design or operation of the dam.
