Dear Mr. Grier:

Following up on our verbal nctification of At gust 21,1997, Northeast Nuclear Energy Company (NNECO) has determined that the daily composite sampling protocol used by NNECO for discharge serial number (DSN) 006 may have resuhed in time intervals between certain sampies in excess of 60 nunutes.

By way of background, DSN 006 is a continuous flow, variable flow rate discharge point. NNECO's NPDES permit requires that sampling for a variety of parameters be by daily composite. Section 22a 430 .

3(a)(3) defines a daily composite as either:

1, a composite sample taken owr afull operating day consisting ofgreb sanples collected at equal intennis ofno more than sixty (60) minutes and combinedproportionally toflow, or

2. a composite sample continuously collected owr afull operating dayproporttonally toflow, additionally
3. upon submission ofdocumentation by the oppncant satisfactory to the commissioner that a discharge is ofconsistent egluent quality, the commisstoo.., may allow equal sampling intenuls ofup tofour hoursfor a daily composite sample.

De automatic sampler in use at DSN 006 was programmed to sample once per hour based on a flow rate of 50 gallons per minute (spm). However, NNECO has determined that, during certain periods, the flow rate at DSN 006 has dropped below 50 gpm due to reduced flows, primarily during plant shutdown Dus the time icterval between certain samples may have exceeded 60 minutes. We are readjusting the automatic sampler to ensure that all sampling intervals are within one hour, We are also rniewing NNECO's sampling procedures and protocols at DSN 006 to ensure that all permitted parameters are sampled consistent with department regulations and guidance. Additionally, NNECO is investigating the purchase of new automatic sampling equipment at DSN 006 in an effort to further automate sampling and analysis at this discharge.
