VOGTLE ELECTRIC GENERATING PLANT REPLY TO A NOTICE OF VIOLATION Pursuant to 10 CFR 2.201, Southern Nuclear Operating Company (SNC) submits the enclosed information for Vogtle Electric Generating Plant (VEGP) in response to a violation identified in Nuclear Regulatory Commission (NRC) Integrated Inspection Report Nos. 50-424; 425/97-06, which concerns an inspection conducted from June 1, 1997, through July 5,1997. In the enclosure, a transcription of the violation precedes SNC's response.

YOGTLE ELECTRIC GENERATING PLANT UNITS 1 & 2 REPLY TO A NOTICE OF VIOLATION NRC INSPECTION REPORTS 50-424:425 / 97-06 VIOI ATION (50-424:425 / 97 06-05)

The following is a transcription of the violation as cited in the Notice of Violation (NOV):

"During an Nuclear Regulatory Commission (NRC) inspection conducted June 1,1997, through July 5,1997, a violation of NRC requirements was identified. In accordance with the ' General Statement of Policy and Procedure for NRC Enforcement Actions,'

(NUREG 1600), the violation is listed below:

10 CFR 26, Section 26.20, Written Policy and Procedures, requises in part, that the licensee have a procedure to ensure that persons called in to perform an unscheduled working tour are fit to perform the task assigned.

Procedure 00663 C, ' Fitness For Duty,' Revision 5, requires that employees called out for work outside their normal work hours indicate if any alcohol has been consumed within the previous five hours. For emergency response facility (ERF) respondents, the procedure requires this be accomplished by completing the ERF sign in sheets.

Contrary to the above, on May 27,1997, during the performance of a recall emergency drill, sh individuals who reported for duty to ERFs failed to complete the sign-in sheets.

This is a Severity Level IV violation (Supplement Vil)."

1 RESPONSE TO VIOL,ATION (50-424:425 / 97-06-05)

Admission or Denial of the Violation:

This violation occurred as stated in the notice of violation.

Feason for the Violation:

On May 27,1997, an unannounced recall drill was conducted. Six individuals responding to the drill entered their respective response facilities and did not sign in on the facility personnel roster.

This was a result of personnel error and a lack of attention to detail.

All response facility managers have been briefed on the requirements for signing in on the personnel rosters.

The Emergency Response Organization " Lessons Learned" addressed this problem.

The involved individuals have been reminded of the requirement to sign in on the personnel rosters.

Grffitive Steos Which Wl'i Be 'inken to Avoid Further Violations:

Procedures 91104 C," Duties Of The OSC Manager," 91106-C," Duties Of The TSC Support Coordinator," and 91203 C," Activation And Operation Of The Emergency Operations Facility," will be revised to require an individual at each of these facilities ensure personnel responding sign in on the applicable roster. These procedures will be revised by October 31,1997.

Date When Full Comullance Will De Achieved:

Full compliance was achieved on May 27,1997, when the emergency drill was terminated and individuals exited the site.
