Dear Mr. Kennedy:

The purpose of this letter is to express our appreciation for supporting the Nuclear Regulatory Commission's (NRC's) training program for emergency event preparedness. On January 27-28, 1998, Mr. Mark Miller of your staff conducted a training course at our Headquarters offices on the Computer-Alded Management of Emergency Operations (CAMEO), Aerial Locations of Hazardous Atmospheres (ALOHA), and MARPLOT, the automated hazardous materials assessment system developed by NOAA. NRC personnel attending the training from NRC's j

Office of Nuclear Material Safety and Safeguards have expressed their gratitude for providing these valuable tools for emergency response. Many of our licensees maintain significant inventories of hazardous materials at their facilities and these programs will greatly assist us in assessing the threat of potential releases to public health and safety.

Our special thanks goes to Mr. Miller, however. His generous, thorough, and profess lonal support during the course development and his two-day instruction made this course a feat success. Mr. Miller's training and experience in nuclear engineering enabled him to understand the students' backgrounds, and also ensured that the outputs of these chemical assessment codes were relevant to NRC's licensed facilities. He hit the mark for us as an instructor, and we appreciate f,,s efforts.

With this in mind, we hope to continue this successful professional relationship. Because of staff changes and a need for periodic refresher training on computer codes, we would like to establish this training, with your approval, as an annual event. Janet M.
