Backaround By letter dated August 11, 1993, the NRC :equested a review of Pilgrim's neutron flux monitoring system (NMS) against the criteria of NEDO-31558-A to determine whether Pilgrim Nuclear Power Station met the criteria.
Pilgrim responded to that request by letter dated October 21,1993, (Boston Edison letter No.93-136). The issue of NMS environmental qualification remained open pending further evaluation.
Pilgrim's NMS environmental qualification reqJired a plant spOCific evaluation of anticipated transient without scram (ATWS) environments in comparison with design specifications for the NMS components.
This effort required that we determine the applicable ATWS temperature for uso in connection with the ATWS enviionmental criterion. Pilgrim worked with the Boiling Water Reactor Owners' Group to e'stablish a suitable basis for analysis.
The event analysis in Section 4.0 of NEDO-31558-A identifies ATWS events as the most limiting environmental conditions during which NMS operation is needed.
Therefore, qualification to Regulatory Guide (RG) 1.89 design basis environmental standards is not required since the NMS is not required to mitigate design basis accident events.
Conclusion Our evaluation concludes that Pilgrim's NMS equipment is enveloped by the temperature profile based on the drywell temperature response study, "GE Report #GE-NE-C5100121-01,"(performed for the BWR Owners' Group for an ATWS event).
Therefore, we conclude that Pilgrim's NMS is qualified in accordance with NEDO-31558-A (7
