E Fitn:ss far Duty Pragram Six Month Performance Report FITNESS FOR DUTY PROGRAM
SUMMARY
The Waterford 3 annual random testing rate is 50 percent. During this reporting period, approximately 25.6 percent of the population have been randomly tested.
There were two positive tests resulting from contract employees during random selection. The rate of positives from random testing is 0.45 percent.
POSITIVE RESULTS:
Of the substances tested for, marijuana is the drug of preference accounting for 50 percent of the positive results and cocaine is second yielding 43 percent of positives.
This is consistent with what has been detected at Waterford 3 in previous submittals.
Entergy uses a more stringent cut-off for marijuana. The lower cut-off accounted for 50 percent of the msrijuana positives.
i MANAGEMENT ACTIONS:
Access was denied for the individuals that tested positive during pre-access, random and for-cause testing. Management was notified and the individuals' files were annotated of the positive results and management's actions.
During thic reporting period, there was one employee participating in the follow-up program. One follow-up test was administered to this employee. The test yielded negative results. This drug test completed the individual's follow-up testing program, Three individuals who reported to Fitness-For-Duty for pre-access testing, and one individual who reported for random testing, refused to provide complete samoles.
The individuals were all contract employees. All four were denied access.
Management was notified and each individuals' file was annotated of the refusal and management's actions.
Five requests for appeals were received from contract employees during this reporting period. Four requests for appeal were for confirmed positive tests, and one request for appeal was for a refusal to test. The appeals board was convened to review each of the four appeals for confirmed positive tests. In all four cases the appeals board upheld the decision of the Medical Review Officer and the disciplinary actions. An independent management review of the refusal to test concluded that the decision to deny unescorted access be upheld.

During this reporting period, there were no violations of the fitness for duty prograrn that were reportable.
PROGRAM WEAKNESSES:
One incident occurred during this reporting period that was documented as a program weakness. Two blind samples that were processed for second quarter blind performance testing yielded results that did not agree with the manufacturer's specifications when screened at the licensee on-site laboratory. A Condition Report was generated through Waterford 3's reporting and tracking process to improve the process of Blind Performance Testing and the reporting of presumptive positive specimens.
