In SRMs dated June 28,1996, and February 14,1997, the Commission directed the staff to l

review and improve the numerical indicators used by NRC to monitor and assess commercial nuclear power plant performance, including identifying new objective, meaningful, and leading performance indicators. In an SRM dated October 24,1997, the Commission also directed the staff to explore the use of INPO/WANO indicators. Additionally, the Advisory Committee for Reactor Safeguards (ACRS) has recommended that the staff consider the use of a top-down approach in the development and use of indicators for assessment purposes.

The Nuclear Energy Institute (NEI) has developed a top-down approach which uses recer.tly developed indicators as well as INPO/WANO indicators. An outline of this approach was

presented at the April 1998 Regulatory information Conference.

The purpose of this meeting is to discuss, in a public forum, the indicators proposed by NEl; their development, source of data, and validation; and their use in the assessment of

/Jef commercial nuclear plant performance. The Union of Concemed Scientists has been invited to l

participate in this discussion. A tentative agenda is attached.
