NRC INSPECTION REPORT NOS. 50-010/97012, 50 237/97012,

50 249/97012

Dear Mr Perry:

This refers to the inspection conducted on May 31 to July 14,1997, at the Dresden -

facility. The purpose of the inspection was to determine whether activities authorized by

the license were conducted safely and in eccordance with Nuclear Regulatory Commission

'

(NRC) requirements. During this period, routine resident inspections were performed. The

enclosed report presents the results of these inspections. Your conduct of activities during

this inspection period was generally characterized by safety conscious operations with the

Unit 1 activities pertaining to the 10 CFR 50.59 program being thorough and well

implemented.

,

Your staff started Unit 3 after a refueling outage during this inspection period. Overall, the

startup was well controlled and conducted in a slow, conservative, and deliberate manner.

However, some self revealing equipment problems occurred during the startup that were

!

the result of Inattention to detail during maintenance. These material condition issues

following the outage created challenges to operators and twice caused the main turbine to

be trloped.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter,

its enclosure, and your response will be placed in the NRC Public Document Room (PDR).
