SUBJECT:

RITS CODES FOR RULEMAKING ACTNITIES In an effort to more accurately assess the resource utilization for individual rulemakings and predict the future resource impact of rulemakings, we have established RITS codes for -

rulemaking activities, with established TAC numbers, for all current rules in NMSS. This will enable us to track FTE utilization per rule and allow each Division to adequately budget for -

. rulemaking activities for their programmatic areas of responsibility. When a rule is published as a final rule, the Division of Industrial and Medical Nuclear Safety (IMNS) will coordinate with the

' Program Management, Policy Development, and. Analysis (PMDA) staff to close out the respective TAC number, in addition, as new rulemaking actions are initiated (i.e.; petition for rulemaking, Staff Requirements Memorandum, or user need memorandum), IMNS will request that PMDA establish a RITS code and/or a TAC number (if none are currently set up).

Additionally, if other Offices track their time accordingly, it will allow us to more accurately predict the overall resource implications indicated as part of a rulemaking plan. For Offices that do not use the RITS system, any manual input on time expended on rulemaking would be helpful for future budgeting for NMSS and the support Office. Therefore, please notify Patricia Holahan of my staff (e-mail to PKH), if you do not use the RITS system, and we will request manualinput from the applicable offices at the end of each month.
