SUBJECT: SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE (SALP) SEQUOYAH.

NUCLEAR PLANT (REPORT NOS. 50-327/98-99 AND 50-328/98-99)

Dear Mr. ' Zeringue:

The NRC Systematic Assessment of Licensee Performance (SALP) has been

completed for-your Sequoyah facility. .The facility was evaluated for the

period of July 28. 1996, through February 21. 1998. The results of the'

.

' evaluation are documented in the enclosed SALP Report. -This report will be

discussed with you'at a public meeting to be held at.the Sequoyah site at

~11:00 a.m. on April 21. 1998.

The SALP process assesses licensee performance in four functional areas:

. Plant Operations.- Maintenance. Engineering and Plant Support,

Performance in the' Plant Support area improved to superior.-and performance in

= Maintenance. Plant Operations and Engineering. areas was still characterized as

good. The plant operated well during the last'six months of the assessment

period.

However, it is unclear. whether this positive performance indicates a:

consistent tre 4 towarritimproved performance.

'

Theperformanbe.fromasafetyassessmentandqualityassuranceperspective

was' mixed. Quality Assurance assessments were generally considered good as

were self-assessments in maintenance and most plant support areas. However.

.the ability to conduct meaningful self-assessments-in all areas was not--

demonstrated nor was the identification of root causes.and resulting

corrective ~ action universally effective.

In-accordance with Section 2.790 of the NRC's " Rules of Practice." a copy of

this: letter and its enclosure will be placed in the NRC Public Document Room.
