SUBJECT:' - NOTICE OF VIOLATION (POINT BEACH NRC INSPECTION
REPORT NO. 50 266/301/96019(DRP))
Dear Mr. Patuiski:

This concerns your letter dated March 31,1997, which contained your response to the
Notice of Violation associated with inspection Report No. 50-266/96019(DRP);
50-301/96019(DRP) transmitted to you in our letter of February 27,1997. We noted that
your response to '/lotation 1.8 was incomplete in that it did not address the second part of
the violation.
Violation 1,8 was an example of your failure to comply with the requirements of 10 CFR 50
Appendix B, Criterion V, regarding procedural adherence. Specifically, this violation
involved your failure to document two conditions that may have affected equipment
operability per Nuclear Power Department Procedure (NP) 5.3.1, Revirbn 4. " Condition
Reporting System." Your response addressed the condition involving a high fuel oil pressure
alarm received during a monthly ?9st of the G 03 emergency diesel generator, but did not
discuss the oilleak from the P-35A electric fire pump motor.
Around February 12,1997, you removed, disassembled, cleaned, and inspected the P-35A
motor per work order (WO) 9611753, "P 35A M Troubleshoot and/or Repair Oil Leak." On
February 21,1997, P-35A was returned to service following satisfactory performance of the
post-maintenance test Technical Specification Test (TS) 71, Revision 14. " Monthly Electric
Motor Driven Fire Pump Functional Test."
The inspectors reviewed the completed documentation for WO 9611753 and the post-
maintenance test. The inspectors also reviewed documentation for subsequent monthly
TS 71s and observed the condition of the P 35A pump and motor. WO 9611753 corrected
the condition documented by the violation and no significant oilleakage was noted in the
TS 71s or observed by the inspectors.
We noted that the " Corrective Action To Prevent Recurrence" section of your response for
Violation 1.B provided applicable long-term corrective action for both parts of this violation.
- Therefore, although you did not address the P-35A oilleak in your response, we have no

additional concer! : with this issue and no further response is required. These corrective
