ASME SECTION XI, SUBARTICLE IWA-5250 BOLTING EXAMINATION FOR ARKANSAS NUCLEAR ONE, UNITS 1 AND 2, GRAND GULF STATION, UN RIVER BEND STATION, AND WATERFORD STEAM ELECTRIC STATION, UNIT 3 (TAC NOS. MA0825, MA0826, MA0806, MA0824, AND MA0809) l
Dear Mr. Dewease:
i By letter dated January 29,1998, Entergy operations, Inc. (Entergy), requested relief from th requirements of ASME Section XI, " Rules for Inservice inspection of Nuclear Power Plant Components," of the American Society of Mechanical Engineers Boiler and Pressure Vesselj Code (ASME Code) for the current inservice inspection (ISI) interval in accordance with Paragraph 50.55a(s)(3)(i) of 10 CFR Part 50 for the following plants: Arkansas Nuclea Units 1 and 2, Grand Gulf Nuclear Station, Unit 1, River Bend Station, and Waterford Stea Electric Station, Unk 3 (Entergy sites). The applicable edition of the ASME Code, Sec the Entergy sito, is the 1992 Edition and portions of the 1993 Addenda.

IWA-5250(a)(2) which states that if leakage occurs at a bolted connection during a syste pressure test, one bolt shall be removed, VT-3 examined, and evaluated for degradation in accordance with IWA-3100.
i As required by the regulations, the ISI for ASME Code Class 1,2, and 3 components at nucle power plants shall be performed in accordance with Section XI of the ASME Code and applicable addenda as required by 10 CFR 50.55a(g), except where specific written relief ha been granted by the Commission pursuant to 10 CFR 50.55a(g)(6)(i). Or, as stated in 10 C 50.55a(s)(3), altomatives to the requirements of paragraph (g) may be used, when the Commission, if (i) the proposed altematives would provide an acceptable level of safety or (ii) compliance with the specified requirements would result in hardship or unusual j
difficulty without a compensating increase in the level of quality and safety, in the enclosed Safety Evaluation, the staff concludes that your proposed altemative to p an evaluation, of the bolted connection to determine the susceptibility of the botting to corrosioni and the potential for failure is acceptable, if the initial examination indicates the need for a more in-depth evaluation, the actions specified in lWA-5250(a)(2) shall be performed. Therefore th proposed altamative is authorized, pursuant to 10 CFR 50.55a(s)(3)(i). This is based on the i
