By letter dated February 25,1998, Baltimore Gas and Electric Company submitted a relief request for the second ten-year inspection interval to use ASME Section XI Code Case N-416-1, "Altemative Pressure Test Requirement for Replacement items by Welding, Clast 1,2 and 3,
