Dear Mr. Dugger:
o 11 The purpose of this letter is to inform you of our plans to conduct a design inspection of.

. Waterford Steam Electric Station,' Unit 3 (Waterford 3). We have scheduled the on-site inspection for the weeks of May 11 through 22, June 1 through 5, and June 15 through 19,1998.
'Your staff has indicated that there are no major conflicts with on-site activities during these periods. The two. mechanical systems selected are the Emergency Feedwater and Low Pressure s
Safety injection including the Shutdown Cooling System. _ in addition, support and interface systems will be reviewed as well as the electrical distribution system. We will contact your staff
- to request material needed to support the on-site and off-site reviews. The team leader and two team members of the inspection team are scheduled to visit the site between April 20 and 22,-
1998, to review administrative aspects of the inspection and to collect documentation necessary
- for in-office review and on-site inspection.
Recent NRC inspections at nuclear power reactor facilities have identified numerous findings where the plant configuration or operations were inconsistent with the design basis, licensing basis, or the updated safety analysis report (UFSAR). Therefore, the NRC has' decided to perform design inspections at nuclear power reactor facilities utilizing Inspection Procedure 93801, " Safety System Functional inspection."
Mr. Roy Mathew, Team Leader, NRR, will interface with you and your staff regarding all m' tters a
related to this inspection. The inspection will be performed by a team of five engineers from
. Stone and Webster (S&W) Corporation who have been contracted by the NRC for this purpose.
Mr. Robert Najuch of S&W who is part of the five person team will be the lead contractor engineer.
