The staff has reviewed the changes you submitted on May 16,1997, and June 27,1997, to your audit plan, process instructions, and checklists for the Millstone Unit 3 Independent Corrective Action Verification Program (ICAVP). The staff has concluded that the changes were appropriate to clarify the processes used in implementing the ICAVP, or to address comments or implement specific directions provided by the staff. This letter provides approval of the revisions or original issuance of your audit plan, process instructions, and checklists described in your May 16,1997, and June 27,1997, submittals.

You also provided a submittal on June 27,1997, that provided the resumes and conflict-of-interest (COI) forms required for additional staff to support the implementation of the Millstone Unit 3 ICAVP. The staff has reviewed the resumes and COI forms, and has completed interviews with each individual. The staff determined that the addition of the personnellisted in the subject June 27,1997, letter is acceptable and approves their inclusions on your ICAVP team.

This letter also acknowledge the receipt of your July 22,1997, request for NRC comment or

concurrence on the sampling criteria for four of,the change processes to be evaluated during the ICAVP. The staff will review the sampling criteria and plans to provide comments and/or concurrence within 30 days of the date of this letter. Until notified otherwise, proceed with the reviews using the sample selection criteria _es outlined in your July 22,1997, letter to the NRC.
The NRC staff reserves the right to expand the sampling size based on the results of your review of the initial samples select,d as necessary to ensure the change processes being evaluated were thoroughly reviewed and the extent of identified discrepancies are fully explored if the NRC does not provide comments or a written response approving the sampling criteria within the 30 day period, this letter provides the final approval for the proposed sampling criteria for the four change processes described in your July 22,1997, letter to the NRC.
