REVIEW OF REMEDIAL ACTION PLAN FOR THE NATURITA, COLORADO, TITLEjDISPOSALSITE 3
The attached U.S. Department of Energy (DOE) Re' medial Action Plan (RAP) was received on November 17 *51995. This memorandum is to request your support in expediting the review ofithe Remedial Action Plan and Site Design for Stabilization of the Naturita Title I Residual Radioactive Materials at the Upper Burbank Repository', Uravan, Colorado. In' response to concerns from the d- State of Colorado and the Town of Naturita, and a request from the DOE, we
[ agreed to review the Naturita RAP as expeditiously as possible. To ensure 1_ that goal, reviewers familiar with the RAP review process should be assigned to the review. This would result in a review team of Latif Hamdan, Ted Johnson, Dan Rom, Elaine Brumett, and a geologist as needed.
The RAP provides the details of the site design for the relocated residual radioactive materials from the Naturita, Colorado, Title I site. Note that

a this RAP only addresses the new disposal site. The remedial action details on the Naturita site cleanup have not changed from the previously-reviewed RAP,

and are referenced in total. The RAP contains information necessary to <
initiate the review, but the letter from DOE (copy attached) also discusses I e scoe areas of the RAP where information may be incomplete. For example, s additional technical studies are being conducted to verify some design values at this time. The results of those tests will be made available to the NRC
_ within the next few weeks. Other test results (See pages 3 and 4 of DOE letter) will be made available shortly. The staff should review the available information and, in the Technical Evaluation Report (TER) that documents the 3
results of that review, identify areas where additional information is needed.
' Please have your Section Leaders notify the Project Manager (PM) for the Naturita site, Ms. Charlotte Abrams, of any problems associated with establishing the review team discussed above. HLUR proposes to issue a draft TER to DOE on December 22, 1995, and to meet that schedule, TER sections should be provided to the PM by December 18.
