Dear Ellis:
I appreciated the opportunity to discuss Wolf Creek Nuclear Operating Corporation's (WCNOC's) Design Basis / Licensing Basis (DB/LB) program with you during the March 6, 1998, Management Meeting in Arlington, Texas.
I believe that our ongoing DB/LB efforts are correctly focused, planned, and scheduled such that the long term beneficial results will be evidenced site-wide.
During our discussion you asked about the Architect / Engineer (A/E)
Inspection's impact on Wolf Creek Engineering.
I assigned 29 full-time employees / contractors and 15 part-time employees / contractors to interface with the Nuclear Regulatory Commission (NRC) inspection team.
The NRC team consisted of seven personnel including contractors.
The WCNOC organization chart for the A/E inspection is attached.
Three NRC A/E inspectors spent two days, October 27-28,
- 1947, collecting information at the site before the inspection began.
WCNOC' A/E response team received an initial 70 questions by November 14, 1997.
Tre NRC A/E team held their entrance meeting and began the inspection on Novenber 17, 1997.
Between November 17, 1997, and January 9, 1998, the NRC A/E eam spent four weeks at Wolf Creek and four weeks in their offices conducting he inspection.
During the inspection WCNOC response team tracked and resolved, total of 488 items and over 50 Performance Improvement Requests were generated.
The NRC A/E team members continued to follow-up on issues from the inspection for several weeks after the exit.
Between November 1,
1997, and March 1,
- 1998, Wolf Creek employees and contractors spent approximately 9,738 people hours on the inspection.

- 2. Engineering Work Schedule System Upgrade - 2 months
- 3. Expanded Engineering Performance Indicators - 2 months 4.

- 6. Probabilistic Safety Analysis (PSA) Update - 2 months j
7 System Health Reports - 1 month The impact from the A/E inspection has already been factored into Engineering's project schedule.
