SUBJECT:

INTEREST IN LICENSE RENEWAL FOR PLANT HATCH '

Dear Mr. Sumner:

L in letters dated October 27,1997., and January 15,1998,' you described your intention to pursue a license renewal application for Plant Hatch, Units 1 and 2. You also described your plans to submit -

b a ' methodology document and at least four other reports illustrating the manner by which technical Li information could be presented in a renewal application, including joint submittals that could be -

[

referenced by severallicensees. These reports are tentatively scheduled to be submitted over the l'

next year, to support a renewal ap,9lication before the end of 1999.-

- The NRC staff is currently reviewing the schedules, resources, and priorities of the overall efforts

' related to' license renewal. Appropriate resources will continue to be allocated to those generic efforts to support schedules consistent.with the importance to the renewal program as a whole, and specific license renewal applications that may rely on generic renewal reports. In particular, we are

' reviewing the schedules and resobrce needs of the Boiling Water Reactors Vessel Internals

.' Program (BWRVIP) reposts related to license renewal.

. Your October 27,1997, letter also requested relief from the Part 170 fees for the staff's review of plant-specific license renewal technical information, applicable to an eventual license renewal application for the first boiling water reactor. It is not clear that the Hatch submittals would constitute

' a pilot for the License Renewal Program, because of the accomplishments of Calvert Cliffs and

, Oconee.L Howe' er, if your submittal or portions of your submittal, when received, meet the criteria p

v for a fee waiver the staff will account for that time separately and no fee will be assessed.

(T The information you shared will be useful for our resource planning, and has identified different -

ways in which efficiencies could be achieved through generic efforts. The staff would like to meet with you piriodically to discuss the status of yo Jr renewal efforts and efficient approaches for the

. review of your technical submittals.,We would expect that, based on the feedback from the NRC staff, you may want to alter your submittal plans to ensure the most efficient use of the Southem Nuclear Operating Company and NRC resources. Raj Anand has been assigned to serve as

. Project Manager for the Plant Hatch license renewal efforts. If you have questions conceming this L

matter, please contact him at 301-415-1146..
