Updated Safety Analysis Report (USAR) Fidelity hview Commitment Change Gentlemen:
This letter communicates a proposed schedule revision for the Updated Safety Analysis Report (USAR) Ffielity Review Project for Wolf Creek Nuclear Operating Corporation (WCNOC).
The revised schedule is conListent with the conoition statement from the October 18,
- 1996, revision to NUREG 1600, " Enforcement Policy," for establishing a program with goals, scope, and schedule to ensure compliance with the USAR in order to satisfy the conditions of enforcement discretion.
In the reference, WCNOC committed to perform a formal review of the Wolf Creek Generating Station (WCGS) USAR to provide reasonable assurance that the WCGS licensing basis is maintained and correctly reflects the design bases.
The Reference committed to completion of the USAR review by April 30, 1998.
Consistent with the Reference, we are communicating an adjustment in the schedule for completion of this review from April 30, '. 9 9 8, to October 18, 1998.
The WCNOC USAR review has been successful in identifying a number of USAR discrepancies which are currently being processed as part of our corrective action program.
In order to achieve a more ba.anced effort t
between the number of discrepancies identified and those that are resolved, we are extending the USAR review schedule.
This extension l
will provide more balance in our effort by allowing the use of USAR l
Review personnel in the discrepancy resolution process.
After an l
initial review, these discrepancies will be processed and addressed in a timely fashion conristent with their safety significance using the WCNOC corrective action program.
Although the USAR reviews will be completed l
by October 18,
- 1998, all corrective actions associated with the l
identified discrepancies may not be completed by that date.
