"' M During the course of the seismic screening walkdowns, it was noted that a small box is attached to the 4160V metal clad switchgear used in the Diesel Generator bus. The subject switchgear component numbers are R1400S002A, B, C, and j
D.
The box is approximately 2 ft x 2 ft x 2 ft in size and contains the bus potential transformers (2 transformers in each box). The SRT reviewed pertinent documents and concluded that the weight of the box is likely more than the 100 lb screening guideline established in EPRI NP-6041-SL.
The purpose of this evaluation is to determine the effect of the attached box on the qualification of the switchgear. The added mass of the box could change the response of the switchgear cabinet.
Method The method used to review the box will rely heavily on existing qualification data

for the switchgear.
To determine the effect the box may have on the qualification and/or response of the switchgear, data regarding the resonant frequency will be evaluated. The existing test data contains a resonance search in each of the three orthogonal directions of response for the switchgear cabinet.
-Since it is unclear whether or not the existing qualification included the box when the switchgear was tested, the effect of the additional mass on cabinet resonance will be investigated to determine if additional amplification can be expected.
It is expected that the mass of the box relative to the overall switchgear assembly will be minimal, and the corresponding effect on cabinet response insignificant.
Evaluation The existing qualification for the metal clad switchgear is found in DECO File E4-105. This file contains ITE imperial Report R-8793. Review of the test report indicates that the primary resonant frequency of the switchgear cabinet is 23 Hz.
Given the formula for computing frequency, f = (1/2 )[ K / m ]v2 where:

the impact of the box can be estimated from the change in mass. From the test report, the weight of the tested switchgear is 2616 lbs. Also from the test report, the box contain~s two bus potential transformers Type JVM-3. According to

SW4T 7 oF 11 General Electric Vendor Manual VMC1-223, the transformer weight is approximately 33 lbs. Weight of the sheet metal enclosure is estimated to be approximately 100 lbs. Thus, the total increase in weight.is 166 lbs.
For purpose of this comparison, a weight of 200 lbs will be used. Converting to mass,-

2 mm = 200 lbs / 386.4 in/sec = 0.5176 lbs-sec' / in.

From the formula, it can be seen that frequency varies with the square root of the inverse of mass.
Thus, the new frequency of the switchgear can be estimated by factoring the existing frequency as shown below:

Level Earthquake response spectra in this range, a shift from 23 Hz to 22.2 Hz will have no effect on the response of the overall switchgear assembly.
Based on a review of DECO Calculation DC-5634, the anchorage is judged to have adequate margin to accommodate the additional weight of the box.
It should be noted, however, that it is unclear whether or not the weight used in the anchorage evaluation excludes the weight of the box - it may already be accounted for in the evaluation. In addition, the switchgear assembly tested consisted of two bays, the assembly installed in the plant consists of four bays (i.e., approximately double the mass noted above). Since each bay is positively attached to the adjacent bay, the net contribution of the box to overall assembly weight and the resulting load on the anchorage would be negligible.
The connection of the box to the switchgear is evaluated on the following pages.

To evaluate this connection requires the determination of appropriate accelerations near the top of the switchgear.
These accelerations will be established based on information from the existirig seismic qualification report j
(DECO File E4-105).
The existing qualification is based on seismic shock i
testing. During the course of the testing, accelerometers placed near the top of the switchgear cabinet were monitored. Comparing the measured response at the accelerometer locations to the input at the base of the shock platform will provide an estimate of the expected amplification.

(approximately 1.90). The maximum amplification is nearly 5.0 (approximately I
4.9).
For evaluation of the connection, the maximum of the RLE peak acceleration multiplied by 2.0 or the acceleration at 20-23 Hz (natural frequency of cabinet) multiplied by 5.0 will be applied. RLE accelerations are taken from DC-5646 pages 5-98,5-99,5-106, and 5-107.

This is very conservative since toe same values will be applied in both horizontal directions. In the side-to-sids direction, amplification would be much lower.
