Dear Mr. Athey:

In accordance with the Section G.4, Task Order Procedures. of the' subject contract, this letter

'definitizes Task Order No. 1. z This effort shall be performed in accordance with the enclosed

- Statement of Work and the Contractors's technical proposal dated, January 20,1998.

Task Order No..1 shall be in effect from April 9,1998, through April 8,2000, with a cost ceiling of $270,710.00. The amount of $250,657.00 represents the total estimated reimbursable costs, and the amount of $20,053.00 represents the fixed fee.

The amount presently obligated with respect to this task order is $68,000.00, of which the amount of $62,963.00 represents the reimbursable costs, and the amount of $5,037.00

represents the fixed fee, in accordance with clause FAR 52.232 LIMITATION OF FUNDS, the contractor is not obligated to continue performance under this task order or otherwise incur costs in excess of the amount obligated, until the Contracting Officer notifies the contractor in writing that the obligated amount has been increased. In absence of such notification by the Contracting Officer, the Govemment is not obligated to reimburse the contractor for any costs in excess of the obligated amount specified herein. I Statement of Work for Task Order No.1 Support for Response Cdniputer System'(RCS) Technical Tools

. A. Background The incident Response Division, Office of Analysis and Evaluabon of Operational Data, has developed a Response Computer System (RCS) to provide standardized software, procedures, and training to improve the agency's readioess to respond to emergencies. The system operates on a local area network in the Operations Center and it allows remote access by the regional site teams. Technical computer programs (such as the Radiological Assessment

~ System for Consequence Analysis (RASCAL), which calculates reactor accident consequences, and those that provide meteorological ir. formation, graphics and mapping capabilities) must be changed to meet new requirements and must be kept compatible with each other.

Unforeseeable new requirements may also evolve from tests, exercises, and responses to real events.

l B. Objectives.

This Task Order is to provide for continuation of the technical support required for the planning, development, upgrading, documentation and training for the technical tools that are components of the RCS.

C. Scope of Work Task 1: RASCAL Maintenance, Development and integration Task 1a: RASCAL v2.2 Maintenance and RCS Integration RASCAL v2.2 will be the primary dose assessment tool until v3.0 is available in 1999 and must be maintained during this period. Maintenance includes: correcting problems discovered with the codes, making modifications to improve usability, and making modifications to improve the interface to the RCS.

ITask 1b: RASCAL v3.0 Development, Integration and Maintenance The Contractor shall continue to' develop RASCAL v3.0 in conjunchon with other NRC contractors from ORNL and PNNL to meet the Design Specificetions for v3.0 as reviewed and approved by the NRC Technical Monitor and the Project Manager. The

Appropriate sechons will be provided by the contractors from ORNL and PNNL development of procedures for use of the code in the Operations Center installation and testing of the RASCAL v3.0 code on the RCS in the Operations Center Task 2: RCS Mai,tenance and Upgrade Assistance is needed to insure that the RCS has the capability to display and print the files produced by the Weather, RASCAL, and GIS software.

The Contractor shall assist NRC staff in the review of the RCS Display Subsystem including identifying areas for improvement and methods to implement the upgrades.

Potential RCS capabilities for review include but are not limited to:

ability to display higher resolution graphics products ability to display graphics products of different formats (e.g. JPG, WMF, CGM, etc.)

ability to easily incorporate graphics from outside sources (non-RCS tools), for example a' spreadsheet, or graphic from the intemet

. Task 3; GIS Maintenance and Upgrade Work is needed to maintain the GIS. This includes updating and teshng of software,

' installation and review of new data, and development of improved interfaces with other

? RCS tools. The Contractor shall perform the followng tasks related to the GIS:

- Annual evaluation of GIS workstation. Propose upgrades to the hardware, software, and data to improve the usability,of the workstation to support emergency response functions.

2 Maintain the existing 10- and 50-mile radius map image files for each NRC site

. on the RCS. Create new or modify existing images as needed using NRC provided ArcView data or the Delorme MapExpert software.

Install and test later versions of the ArcView software as they become available.

Develop an improved user-interface to the GIS to assist users in performing emergency response functions. This may include:

- creation of improved displays for overlaying RASCAL results on map backgrounds,

- automation of RASCAL result import to the GIS,

- improved ways of getting the picture to the RCS display, and creation of tools to aid with spatial analysis.

Task 4: Weather Data Software Maintenance and RCS Integration The NRC is considering the discontinuation of its use of a commercial outside provider for weather data. To obtain the needed data, an Intemet-based solution is being proposed. This task will be to assist the NRC in specification, imrslementation, integration, and maintenance of this new capability.

The Contractor shall provide assistance to NRC in the development of an Intemet front-end to weather data. Specifically, the Contractor will meet with NRC staff to assist with:

- user interface design

-identification of data sources

- specification of NWS observing stations to be used to support emergency response

- specification of data products

- integrating the new approach with the RCS The Contractor shall not be responsible for development of the new interface. However, after the new tool has been adapted, the Contractor will on a routine basis test the interface and verify that it is working correctly.

In addition, the Contractor shall explore the possibilities for automating the retrieval of weather data from the Intemet and reformatting for automatic use by the RASCAL model. This should include the retrieval of both observed and forecast data. This deliverable for this task will be a written report discussing the feasibility of the projed and a general outline of some practical approaches that might be taken.

t Task 5: Revise Training Materials and Conduct Training, The Contractor shall prepare appropriate training materials and instruct students in the use of the technical tools. The training materials shall be submitted for NRC approval prior to the teaching of any course. A schadule shall be developed with the NRC Project Manager to teach the following :
