Task Order No. 3, Mod.1, entitled, " Technical Assistance for Ukraine MPC&A under the CTR Program: Development of a Reactor Safety System Vital Area Analysis Training Course and Associated Physical Protection Practices." under Contract No. NRC-02-98-005 The purpose of this modifications is to add the cost of the participants workshop and travel costs and correct the obligation amount unoer the basic contract to read $23,251.00 due to typographical error. This effort shall be performed in accordance with the enclosed modification to Statement of Work and the contractor's technical proposal dated March 25,1998.

The total estimated cost for this modification is $8,258.00 of which $8,057.00 represents the estimated cost and $201.00 for fixed fee. The total task order ceiling is revised from

$23,251.00 to $31,509.00 of which $30,202.00 represents the estimated costs inclusive of FCCM and $1,307.00 for fixed fee. The amount obligated for this modification is $8,258.00.

,- .u MODIFICATION TO STATEMENT OF WORK TASK ORDER NO. ,3 1.0 Backaround -

. As stated in Section C.3 of the basic contract,' the objective of SEA's contract is to provide assistance, as requested, to the Regulatory and international Safeguards Branch, Division of Fuel Cycle Safety and Safeguards, NMSS, for jointly agreed-upon activities related to regulatory development of physical protection programs within the FSU republics.

Work related to regulatory development shall include developing, reviewing, or analyzing regulations, guidance documents, licensing and inspection procedures, and facility plans; developing and conducting training programs; participating in and evaluating facilities, facility inspections, and site surveys; participating in familiarization and accompaniment visits and other activities related to regulatory development; and administrative support for meetings and foreign visitor travel. ~

As a part of the administrative support for workshops under Section C.3 of the basic contract,

- .the NRC requests that the following in-scope work be added:

2.0 SCOPE OF WORK ^

The contractor shall provide for workshop venue rental costs and for travel, lodging and meals for FSU agency personnel attending this workshop in coordination with FSU agency in charge.

Funds for each participant shall not exceed maximum per diem rates as provided in the Federal Travel Regulations.
