This letter is to inform the NRC staff of Southern Nuclear's (SNC) intent to proceed with a Baffle-Former Bolt replacement campaign for Farley Nuclear Plant-Unit 1 in the Fall 1998 outage pending NRC approval of the below listed WCAPs. SNC is a member of the Westinghouse Owners Group (WOG) and has volunteered to serve as a lead Westinghouse plant to address this issue.

Southern Nuclear requests Staff approval of the above stated WCAPs prior to September 15, 1998, to support the Unit 1 Fall outage scheduled to begin on October 3,1998. SNC recognizes that it is requesting approval of these WCAPs on an expedited basis and that NRC resources may be limited; however, the combination of these WCAPs represent a cost effective approach that is necessary for replacing baffle-former bolts. SNC is taking a proactive approach to this issue; is spending considerable resources to support bolt replacement during the Unit 1 Fall 1998 outage; and must have an acceptable bolt replacement plan prior to performing inspections / replacements. Following NRC approval of an acceptable bolt
- replacement methodology (i.e., the referenced WCAPs), SNC plans to replace the bolts using the 10CFR50.59 process.

Inspection results ofFar'cy 'tJnit I will be extremely beneficial to the nuclear industry and the NRC in addressing this issae. The accumulated neutron fluence and bolting material used at Farley Nuclear Plant will provide a unique opportunity to learn more about the e.fety implications and nature of this potential issue. Should NRC approval of the requested WCAPs not occur prior to September 15,1998, SNC will investigate other options, including deferring our replacement campaign until 2001.
