Dear Mr. Pierson:

TRANSFER OF REGULATORY OVERSIGHT FOR NUCLEAR MATERIALS FROM THE DEPARTHENT OF ENERGY TO THE NUCLEAR REGULATORY COMMISSION Reference is made to your letter of June 25, 1997, concerning the above subject.

As you are aware regulatory oversight of all nuclear material inventories in the possession of the United States Enrichment Corporation (USEC) at both the Paducah and Portsmouth Gaseous Diffusion Plants (GDP), was transferred from the Department Of Energy (DOE) to the Nuclear Regulatory Commission (NRC) on March 3. 1997.

This material is reasonably represented by the book inventories reported under the BYC or BXA RIS's (as' certified by Lockheed Martin Utility Services in Enclosure 2 of the referenced letter)_and consist of both DOE-owned and USEC material. Oversight of nuclear materials at the GDP's that are not located in USEC-leased space (reported to Nuclear Materials Management Safeguards System under RIS's FYC and FXA) remains under the jurisdiction of DOE.
