Office of Nuclear Reactor Regulation 1 l

SUBJECT:

PROPOSED TASK INTERFACE AGREEMENT (TIA) REGARDING l STRUCTURAL INTEGRITY OF

By memorandum dated November 10, igg 7, you requested our assistance in reviewing the technical adequacy of the Vermont Yankee assessment and repair of structural defects in the

" skid mounted" piping for the emergency diesel generators. We have completed our review  ;

which is documented in the attached memorandum. '

Based on our review, NRR has concluded that there are no immediate safety concems regarding i the near-term operability of the EDGs. However, NRR has identified a number of concems in the i structural analyses and metallurgical examinations performed by the licensee. Pending resolution of these concems, and further actions by the licensee to demonstrate long-term operability, NRR recommends augmented inspection of the EDGs during testing. We also  ;

recommend that Region I review the conclusions of our evaluation and the identified concoms j regarding long-term operability of the EDGs with the licensee to ascertain the licensee's '

intentions regarding its corrective action.
