This letter provides information in accordance with 10 CFR 50.54 (p)(2) concerning a change at Wolf Creek Generating Station (WCCS) affecting the Physical Security Plan and Training and Qualification Plan.
The Attachment provides a description and a justification for these changes.
The changes described in the Attachment will be incorporated inta the WCGS Physical

Physical Security Plan:
Figures 3.1-1, 3.1-2, 3.1-3, and 3.1-6 Reason for Change: Wolf Creek Nuclear Operating Corporation (WCNOC) has installed four protective structures for response personnel.
This change identifying the placement of the structures on the affected drawings will be incorporated into the next revision of the Physical Secur.ity Plan.
Justification:
This change identifies the placement of these structures within the Protected Area.
This change does not change plan requirements nor does it reduce security effectiveness.

Justification:
This change involves repositioning of a spare camera. This change increases security effectiveness by proviaing alarm assessment capabilities to the Security Building Roof Hatch.

Security Training and Qualification Plan: V; VI; 4.3; A-4; A-7; A-32; B-1 l
l Reason for change: WCNOC has incorporated the use of rifles in it's response strategy. This change will remove the requirements for shotguns and shotgun qualification and incorporate the use of rifles and rifle qualification.
The type of rifles and ammunition will meet the requirements of 10 CFR 73 Appendix B. The rifle qualification course will include:
- 1. 100 yd. line, 5 rounds in 30 seconds, prone
- 2. 100 yd. line, S rounds in 30 seconds, sitting
- 3. 100 yd. line, 5 rounds in 30 seconds, kneeling 4.
100 yd. line, 5 rounds in 30 seconds, standing Armed Response Officers must achieve a total of at least 80 percent (160 points) of the maximum obtainable score on B-27 targets.
Scoring will be as follows:
8, 9,
and 10 rings 10 points; 7 ring - 8 points; all other hits on the black = 6 points.
This change will be incorporated into the next revision of the Training and Qualification Plan.

This change enhances the response capability because of the increased accuracy and range of the rifle.
The rifle qualification is consistent with the courses utilized at other licensed facilities in Region IV.
This change will increase our effectiveness in protecting against a Design Basis Threat.
Change 4 Pages Affected:
Physical Security Plan: 12-1.
Reason for Change: In preparation for the Operational Safeguards Response Evaluation (OSRE), a substantial barrier was constructed to increase the penetration resistance of the Containment Emergency Escape Hatch.
This change will eliminate the 7-day test requirement for Alarm Point 69 on Figure 5.1-4 of the Physical Security Plan, when the substantial barrier is in place. This barrier must be removed by special equipment.
Removal of the barrier constitutes a safety hazard, particularly during inclement weather. The 7-day test cannot be performed while the barrier is in place.
When the barrier is removed for containment access, the 7-day test requirement will be reinstated.
This change will be incorporated into the next revision of the Physical Security Plan.
Justification:
This change does not reduce the effectiveness of the Security Plan.
This change is consistent with other passive barriers that require special equipment for access.
This barrier meets the criteria in Section 3.2.3.1 of the Physical Security Plan.
When the barrier
)
is removed, the alarm point will be tested and the 7-day test requirements will be reinitiated.
Administrative controls are in place to ensure the barrier is not inadvertently removed and the barrier is under the frequent observation of Security personnel.
