COMPLETION OF LICENSING ACTION FOR GENERIC LETTER 92-08, "THERMO-LAG 330-1 FIRE BARRIERS," DATED DECEMBER 17,1992, FOR BEAVER VALLEY POWER STATION, UNIT NO. 2 (TAC NO. M85517)

Dear Mr. Cross:

By letters dated April 16,1993, February 11,1994, March 21,1994, December 22,1994, March 23,1995, December 1,1995, December 27,1996 February 14,1997, March 25,1997, October 13,1997, and February 11,1998, Duquesne Light Company (DLC) responded to Generic Letter (GL) 92-08, "Thermo Lag 330-1 Fire Barriers," dated December 17,1992, and follow-up requests for additional information dated December 21,1993, March 8,1994, Sepomber 23,1994, December 23,1994, September 28,1995, and August 29,1997, in regard to Thermo-Lag 330-1 fire barriers installed at Beaver Valley Power Station, Unit No. 2 (BVPS-2).

The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed your letters. Your responses stated that hardware modifications and engineering analyses to assess tne Thermo-Lag 330-1 fire barrier systems at BVPS-2 have been completed with the exception of receiving the results of the chemical composition analysis of the final Thermo Lag samples. By 'etter dated February 11, 1998, DLC stated that all corrective actions for the resolution of the Thermo Lag issues had been implemented at BVPS-2 and that DLC had received the results of the chemical compositon analysis and the results were favorable. On the basis of its review, the staff has determined that j you have provided the information requested in GL 92-08 and the actions tracked by TAC No.

M85517 are complete.

Based on your December 22,1994, December 1,1395, March 25,1997, and October 13,1997, responses, however, there remain open issues involvina ampacity dorating of Thermo-Lag 330-1 fire barriers pr0tecting conduits 2CL213ND and 2CL6070E. The cables within the subject conduits are significantly overloaded and the staff disagrees with tile diversity arguments cited by DLC for their disposition. The resolution of this ampacity dorating issue is being tracked by J
