DESCRIPTION:
The Dual Energy Gamma Ray device will be used to determine movement in frozen solid and insulations, frozen soil l
hydraulic conductivity, frost heave, and solute and contaminant transport processes.
This device consists of a frame, a dual source assembly, a detector and associated electronic controls (See Attachment 1).
The device is portable and the source and detector can be aligned both vertically and horizontally depending on the application.
The dual source assembly consists of a New England Nuclear Model NER-401H 300 mci Cs-137 sealed scurce and a Monsanto l
Research Corporation Model MRC-2406 600 mCl Am-241 sealed l
source.
The Cs-137 sealed source is encapsulated in a stainless steel container.64 inches long and.29 inches in diameter and is placed in a stainless steel source holder /collimator 4.25 inches long by 1.250 inches wide.

source and shield are enclosed-in a lead housing which is covered by a stainless steel shell having an outside length of l
7.75 inches and diameter of 8.25 inches.
The lead housing is in two parts that are hinged together, allowing the source to be inserted or taken out.
Once the source is in place, a locking lever system with a screw clamp holds the housing and source in place.
The americium-241 sealed source is a line source that is encapsulated in a stainless steel container.75 inches long and 1.125 inches in diameter.
A brass bushing (.755 inches by 1.498 inches) is placed around the source which is then placed in an inner brass shield which contains a lead plug on one end and a collinator on the other end.
The inner brass shield consists of two halves held together by two #6 flat head screws.
A collimator retainer is attached to the inner brass shield by four #6 flat head screws.
This inner shield assembly allows for an outer shield collar containing a thumb screw to be placed around the inner shield so that the source and bushing can be rotated (2700).

The inner brass shield assembly is aligned to the rear lead-lined brass shield by a locating pin and is attached with retainer clips.
This new assembly is aligned directly in the radiation beam'by a locating pin and is attached with retaining clips to the Cs-137 source housing.
LABELING:
The device must be labeled in accordance with 10 CFR 20.203.
In addition storage containers will also be properly labeled.
The labels will be visibly and permanantely placed on each source housing.

CONDITIONS OF NORMAL USE:
The device will be used to determine movement in frozen solid and insulation, frozen soil hydraulic conductivity, frost heave, and solute and contaminant transport processes.
The device will be used typically in an environment of approximately 350 farenheit.
The operator of the device is required to install and remove the sources from the device at least once a day.
PROTOTYPE TESTING:
Both the New England Nuclear model # NER-401H Cs-137 sealed source and the Monsanto model # MRC-2406 Am-241 sealed source are NRC approved sources.
The device has been used in a comparable environment by the manufacturer since 1979 with no reported incidents.
EXTERNAL RADIATION LEVELS:
The crder. mal radiation level measured at 9 cm. from the surface of the Cesium-137 cource shield was.02 mR/hr.
The external radiation level measured at 7 cm. from the Americium-241 source shield was also.02 mR/hr.
The external radiation level of an unshielded 300 millicurie Cosium-137 source is 9.9 R/Hr. at 10 cm.

The sources are manufactured under accepted' quality control methods.
The device has been constructed and has been in use since 1979.
The Department of the Army vill insure that the device is assembled in accordance with r.he submitted drawings prior to installation of the sources.
t LIMITATIONS AND/OR OTHER CONSIDERATIONS OF USE:

DOA shall before installation of the sources make sure that all source housings and mechanical components are in good working condition and free of debris that may prohibit the shielding from closing completly.
o DOA shall send in a description of differences and diagrams for each modification of the device and receive written authorization that the modifications are acceptable for licensing purposes prior to use.
o The device shall be used only by the licensee referred to in this document (CRREL).
o REVIEWER NOTE:
The licensee will be required to remove sources, possibly daily.
Therefore, the licanace describe how they will use remote handling tools to reduce personnel exposure.
o This registration sheet and the information contained with the references shall not be changed without the written consent ~of the NRC.
SAFETY ANALYSIS
SUMMARY
Based on review of the construction of the device and the s
function of the devico, we have concluded that the device is acceptable for custom licensing purposes.
Futhermore, given the. construction of the device and the approved NRC sources, we conclude that the device would be expected to maintain the J
source containment integrity for normal conditions of uses.
