Dear Mr. Kenyon:

-This letter acknowledges receipt of the financial independence certifications from Little Harbor Consultants, Inc. (LHC), and Northeast Nuclear Energy Company (Licensee). The financial independence certifications were required in our April 7.1997, letter that provided conditional approval of LHC as the contractor for the independent, third-party oversight program (ITPOP) organization overseeing the implementation of the employee concerns program at the Millstone Station. The completed financialindependence certifications were received from the Licensee's corporate official on May 2,1997, and from LHC on May 20,1997. The NRC staff has reviewed the certifications and finds them acceptable. With the receipt and acceptance of the financial independence certifications by the NRC staff, no conditions remain on the approval of LHC as the ITPOP contractor. This letter provides final approval of LHC as the ITPOP contractor for the Millstone Station.
