- In accordance with 10 CFR 50.54(a)(3), Entergy Operations, Inc. (EOI) requests NRC review and approval of the attached Quality Assurance Program Manual (OAPM) for use by all of EOl. The proposed QAPM fully implements the requirements of 10 CFR 50

2 As discussed in the meeting between the NRC Staff and EOl on October 22,1997, not all of the proposed Quality Assurance Program changes are reductions in commitment.
However, due to the number and scope of the proposed changes, EO! requests formal j
NRC approval of the entire'QAPM. EOl is not planning to implement the proposed changes until the NRC has approved the revised QAPM. EOl requests that the NRC C
complete its review and issue approval within 6 months of the date of this letter.
Additionally, EOl requests allowance for a phased implementation time of 6 months from

the date of approval by the NRC.

Page 2 of 2 Currently, EOl has four separate NRC accepted Quality Assurance Programs (one for.
each of the EOl sites). These programs were developed during the construction phase of each site and are very different due to the time frame in which they were developed.
Additionally, differences occurred since each of the sites were under the control of different licensees at the time of development. These differences have caused difficulty in the common and consistent resolution of issues between the sites due to the varying requirements. Therefore, EOl has developed the attached QAPM for use throughout EOl. As part of this effort, EOl has upgraded the proposed QAPM to follow the format of Standard Review Program 17.3,

To support this effort, Technical Specification changes will be submitted under separate cover letters for Arkansas Nuclear One and Waterford 3. These changes will modify
. Technical Specification requirements which potentially impact the quality assurance program. EOl will comply with the more restrictive of the QAPM requirements or the Technical Specification requirements until the Technical Specification changes are approved.
