Dear Mr. Mehrens:

I am responding to your July 21,1997, letter to Chairman Jackson, concerning Portland General Electric Company's (PGE's) request for Nuclear Regulatory Commission approval to ship the decommissioned reactor vessel from the Trojan Nuclear Power Plant, near Portland, Oregon, to a disposal site at the Hanford Nuclear Reservation near Richland, Washington, in this regard, I would like to assure you that the NRC notes the concerns raised in your letter, and that the final decision on PGE's request will be reviewed by the Commission.

As you know, the final decision must be consistent with the NRC's primary inission to protect public health and safety and the environment. NRC's review of PGE's request for a one-time shipment will consider differences between potential radiation exposures for a single shipment versus multiple shipments. NRC's review willinclude associated activities before, during, and after the shipment (s). NRC will consider these radiation safety and environmental concerns for both plant workere and the public.

I would like to thank you for your interest in the Commission's activities in assuring the safe transport of radioactive materials.
