MINUTES OF THE CRGR MEETING NUMBER 308 The Committee to Review Generic Requirements (CRGR) met on Monday, July 17,1997, from 9:00 a.m. to 12:00 noon. Attachment 1 contains a list of attendees.
J. Rosenthal (AEOD) briefed the CRGR on operational experience related to primary system leaks. Attachment 2 includes the presentation material used by the AEOD staff.
G. Bagchi (NRR), J. Guttman (RES) and T. King (RES) presented for CRGR review and endorsement the draft Standard Review Plan (SRP), Chapter 3.9.8, and the accompanying draft Regulatnry Guide for risk-informed in-service inspections.
The Committee had the benefit of a briefing on other risk-informed guidance documents at the CRGR Meeting No. 294 on October 28,1996. On November 12,19 and 26,1996, at the CRGR Meetings No. 295,296 and 297, respectively, the staff presented for the CRGR review the earlier versions of the general regulatory guide (DG-1061) and the v
accompanying SRP, the regulatory guide arid companion SRP on Inservice Testing (DG-(} 4 1062), and the regulatory guide on Graded QA (DG-1064), no SRP exists for Graded QA.

" Standards for Probabilistic Risk Analyses (PRA) to Support Risk-!nformed M
Decisionmaking," as the staff agreed to excerpt relevant portions of this NUREG into an W N Appendix to the general regulatory guide. The NUREG, thus, was not endorsed by the x
CRGR. During these reviews, the Committee provided extensive comments to the staff.

These sister documents related to risk-informed regulations were endorsed by the CRGR Y dS previously. In February 1997, at the 302nd CRGR meetings, the staff presented for CRGR p b
review and endorsement the general regulatory guide and the associated SRP for the risk-g based regulation. In March 1997, at the 303rd CRGR meeting, the staff presented the e
appendices associated with the general regulatory guide, as well as the application-specific regulatory guides and the accompanying application-specific SRPs. The versions of the k
risk-informed documents presented for CRGR review and endorsement at the meeting no.
302 and 303 were substantialiewrites from those earlier reviewed by the Committee. At these meetings, the CRGR made extensive comments on the specific documents to make an overallimprovement in those documents. The Committee made several general observations which were included in the Commission paper (SECY-97-077).
