The purpose of this modification is to extend the period of performance of the task order from March 27,1998 to May 8,1998, and to revise the dates for Subtasks 2 and 3 in accordance with the enclosed Statement c,f Work. ,The licensee (Northeast Utilities) has taken numerous steps during this extended outage to address Millstone Unit 3 performance problems.

The purpose of this task is to obtain assistance in the completion of the NRC actions necessary to conclude that adequate performance improvement has resulted from various licensee initiatives to support a safe plant restart and continued operation.

A review and inspection will be conducted for Millstoae Unit 3 at the plant site in Niantic, CT.

The inspection will assess the operational readiness of the Millstone Unit 3 plant.

The inspection activities will be performed in accordance with.NRC Inspection Manual 93806.

OBJECTIVE The objective of this task order is to obtain the expertise of two management

specialists Who have extensive experience evaluating the effectiveness of nuclear power plant manacement programs and oversight. Specifically. the contactors will assist in assessing the: areas of self-assess, ment, independent oversight. quality

review groyps. management processes, corrective actions and start-up plans.

The; specialists are needed to assist the NRC staff in the review and evaluation of the Millstone Unit 3 restart readiness. The focus 'of the inspection is to perform

The specialists should be-thoroughly-familiar with _NRC regulations and inspection methodology.

WORK RE0UIREMENTS AND SCHEDULE The work specified in this Statement of Work (50W) falls within Section C.3 of the basic contract's 50W. The contractor shall provide the qualified specialists, and the necessary facilities, materials, and services to assist the NRC staff in preparing for. conducting, and documenting the inspection activities and findings.

During the performance of the specific tasks required under this task order, the technical monitor (team leader) may issue technical instructions from time to time. Technical instructions must be within the general statement of work stated in this task order and shall not constitute new assignment of work or changes of such nature as to justify an adjustment in cost or period of performance. The contractor shall refer to section G.1 of the basic contarct for further information and guidance on any technical directions issued under this task order.

Any modifications to the scope of work. cost or perid of performance of this task order must be issued by the Contracting Officer and.will be coordinated with the NRR Project Officer.

The format and scope of this input shall be as directed by the NRC. Team Leader.

During Task' 2. each contractor's -specialist shall provide daily reports to the NRC Team Leader. The format and scope of these reports shall be as directed by the NRC Team Leader.

At the completion of Task 3. the contractor shall deliver the specialist's final inspection report input (feeder report) to the NRC Project Manager (original and one copy) with one hard copy and one computer diskette version (Wordperfect 6.1 or other IBM PC compatible software acceptable to the NRC Team Leader) to the NRC LTeam Leader.

The. format and scope of the final report input shall be as directed by the NRC Team Leader.

TheLfeeder report.shall serve as documentation of the specialist's inspection activities, effort, and findings, and will. be used by the NRC Team Leader for the-preparation of the NRC's inspection report. The form and scope of the' final report input'shall be as directed by the NRC Team Leader. As a minimum, the l report input lshall include the following:

For each area inspected, a description of the activities and general findings and conclusions reached regarding the adequacy of the area.

For each area with a concern or findings, a discussion of the concerns or i

Contractor's personnel assigned to this task order will have to be badged for unescorted access privilege at the plant site, The contractor shall provide all documentation required for badging (as identified by the NRC Team Leader) at the plant site.

In addition. the contractor shall ensure that the individual soecialists selected have comoleted all drua testina and certification reauirements for olant access orior to becinnina Task 2.
