SUBJECT: NRC INSPECTION REPORT 50-285/98-03
Dear Mr. Gambhir: -
From February 23-27,1998, a routine security inspection was conducted at your Fort Calhoun
Station reactor facility. The enclosed report presents the scope and results of that inspection.
At the conclusion of the inspection, the findings were discussed with you and those members of
the plant staff identified in the enclosed report. Additional telephonic conversations were held on
March.11,1998, between Mr. D. Schaefer of this office and Mr. G. Cavanaugh of your staff and
on March 18,1998, between Mr. B. Murray of this office and Mr. J. Till of your staff.
Areas examined during this inspection included portions of your physical security program. We
noted that your self assessments identified several problems in the access authorization area.
Accordingly, we recommend that management provide the necessary attention and oversight to
- assure that a high quality access authorization program is established and maintained,
in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its
enclosure will be placed in the NRC Public Document Room (PDR).'

with you.
