Although this and other MOUs with the DOE are currently in-place, the staff is cautioned to endeavor to maintain its proper regulatory perspective at all times. Any appearance that our regulatory authority, independence, and objectivity is compromised is to be avoided.
There are 3 DOE key program representatives to 1 NRC representative. The NRC should propose having additional appropriately qualified representatives for purposes of this and other DOE task-related MOUs, ensuring numerically balanced representation.
DOE is anticipating one meeting per month, but it is unstated what the NRC anticipates.
The meeting frequency should be dictated by need, not by an arbitrary monthly value.
