-This letter-concerns revieion of the-Rhode Island Atomic Energy Commission License R-95.

The following Technical Specification changes are requested:

Figure 6.1 - Organizational Chart l

Basis for change:

To upgrade the position of ' the Radiation Safety l

I Officer to Assistant Director ' for Radiation and Reactor Safety and to move the radiation safety program from the supervision of the operations

' branch to a new organization structure that reports to the Director.

The purpose. of this change is to improve the safety culture of the organization by splitting out the radiation protection and operational responsibilities.

It'should be noted that the new Assistant Director will serve as the Radiation Safety Officer for the NRC license and other

by-product licenses and the' term Radiation Safety Officer (RSO) will continue to be used in all' documentation. Therefore, it is proposed that Figure 6-1, page 54, he replaced by the new organizational Chart which is enclosed.

The testing of the emergency generator assures reliable response and operation.

The load testing assures proper handling of expected system loads.

The emergency generator system has maintenance performed in accordance with manufacturer recommendations.

Basis for change:

This change makes the bases section agree with the specification in the Technical Specification.

The frequency of testing the eme gency generator will be in accordance with Technical Specification Section i

4.4,4.5,4.6 Specification 3.
