North Atlantic Energy Service Corporation (North Atlantic) has enclosed herein License Amendment Request (LAR) 98-07. LAR 98-07 is submitted pursuant to the requirements of 10 j

CFR 50.90 and 10 CFR 50.4.

LAR 98-07 proposes to modify the action requirements as presently contained in Technical Specification 3.7.6, " Control Room Emergency Makeup Air and Filtration". Currently, the action for both trains of Control Room Emergency Makeup Air and Filtration Subsystem inoperable in Modes 5 and 6 requires the suspension of all operations involving core alterations or positive reactivity changes. The proposed change will modify the existing requirement by eliminating the restriction of suspending positive reactivity changes.

LAR 97-08 has been reviewed and approved by the Station Operation Review Committee and 1

the Nuclear Safety Audit Review Committee.

As discussed in the enclosed LAR Section IV, the proposed changes do not involve a significant hazard consideration pursuant to 10 CFR 50.92. A copy of this letter and the enclosed LAR have been forwarded to the New Hampshire State Liaison Officer pursuant to 10 CFR 50.91(b). North Atlantic requests NRC review of LAR 97-08 and issuance of a license amendment by September 30,1998 (see Section V enclosed).
